Jokes aside as most laws in Eastern Europe there is a lot of "grey" and thats precisely the point, the whole idea of paying for "license" basically means you need to pay some regional authority so they keep their eyes closed.
Technically as a business you need to register under some category and pay taxes and insurance, so if studios get raided not just closed like a grocery store it means there is some serious money and interest.
